Retired Republic of Korea Army Lieutenant General In-Bum Chun delivered a special lecture titled “2025 Korean Issues & Update” at Columbus State University (CSU) on October 20. The event was co-hosted by the Korean Institute at Columbus State (KICS) and the Korean Defense Veterans Association, and was held at Frank Brown Hall, Room 1304.
The lecture began with an introduction by Professor Daewoo Lee, Director of CSU’s Korean Institute. Speaking with fluent, native-level English, General Chun captivated the audience as he opened his talk by sharing an anecdote about being appointed a Senior Fellow of the Association of the United States Army (AUSA) — the first non-American ever to receive this title. “It was a truly meaningful experience to be named an AUSA Senior Fellow,” Chun said.
He went on to recall his youth, when he happened to discover AUSA’s Army Green Book while looking for American magazines. “I remember mailing the subscription form to America and waiting anxiously,” he said with a smile. “When I finally received the Green Book, the excitement I felt was unforgettable.” Chun encouraged attendees to consider joining AUSA, noting that such exchanges can deepen mutual understanding between Korea and the United States.
Turning to current affairs, Chun remarked, “Today’s topic is sensitive, but I begin this talk with deep concern for the rapidly changing situation on the Korean Peninsula.” Referring to the “Martial Law Incident” of December 3 last year, he expressed concern over the investigations of senior military officers and the potential political misuse of the process. “It was an unfortunate event that must never happen again,” he emphasized. “Military investigations should never be exploited for political purposes.”
General Chun then offered a comprehensive analysis of the geopolitical landscape surrounding the Korean Peninsula and the future of the U.S.–Korea alliance. “The cooperation between our two nations is more than a military alliance — it is a strategic partnership built on shared values and trust,” he said, stressing the need to closely monitor growing ties between Russia, China, and North Korea.
He cited Russia’s invasion of Ukraine and the military cooperation between Moscow and Pyongyang as “serious threats to global security.”
“Korea’s security is America’s security — and by extension, the security of the entire free democratic world,” Chun said. “Our alliance must be grounded not in short-term interests, but in the foundations of long-term peace.”
Chun also recalled a statement by President Joe Biden, who warned that any nuclear attack by North Korea against the U.S. or its allies would mean “the end of that regime.” Chun said this message was “clear and necessary,” and advised the current Trump administration to deliver an equally firm and consistent message toward Pyongyang. He also voiced concern that excessive tariffs on U.S. allies could undermine mutual trust within the alliance network.
During the Q&A session, students and community members engaged in an active discussion. When asked about the prospects for Korean reunification in comparison to Germany’s reunification, Chun replied, “The Korean people have endured ideological division and the tragedy of the Korean War, but unification must eventually come.”
He added, “The circumstances are far more complex than Germany’s, yet it is the awareness and resolve of the Korean people themselves that will determine the path to unification.”
Following the lecture, attendees enjoyed refreshments and informal discussions on the future of the U.S.–Korea partnership and regional security.
Chun In‑bum (born September 6, 1958) is a retired South Korean lieutenant-general whose storied service highlights both combat and diplomacy. After graduating from the Korea Military Academy in 1981, he became the youngest officer ever to serve as aide to a three-star general in the South Korean Army. He was credited with saving General Lee Ki-baek’s life following a terrorist bombing in Rangoon, earning South Korea’s National Security Medal (Kwang-Bok). As his career evolved, he served in the ROK/US Combined Forces Command, commanded battalions and regiments including in Iraq where his leadership during the 2005 elections earned him both Korea’s Hwa-Rang Combat Medal and the U.S. Bronze Star—the first Korean officer since the Vietnam War so honored. Promoted to lieutenant-general in 2013, he went on to head the Special Warfare Command and became the first Korean recipient of the U.S. Special Operations Command medal in 2016. Upon his retirement in July 2016, Chun transitioned into advisory and policy roles, including fellowships at the Brookings Institution and the U.S.–Korea Institute, signaling a shift from battlefield to boardroom leadership.

전인범 장군, 콜럼버스 주립대서 한미 협력과 한반도 정세의 중요성 강조
대한민국 예비역 육군 중장 전인범 장군이 10월 20일(현지 시각) 미국 콜럼버스 주립대학교(Columbus State University)에서 ‘2025 Korean Issues & Update’라는 주제로 특별 강연을 진행했다.
이번 행사는 콜럼버스 주립대 한국학 연구소 Korean Institute at Columbus State (KICS)와 Korean Defense Veterans Association이 공동 주최했으며, 프랭크 브라운 홀(Frank Brown Hall) 1304호에서 열렸다.
행사는 이대우 CSU 한국학연구소장의 소개로 시작됐다. 원어민 수준의 완벽한 영어 구사력으로 청중을 사로잡은 전인범 장군은 연단에 올라 자신이 미육군협회(AUSA·Association of the United States Army)의 석좌위원(Senior Fellow)으로 위촉된 일화를 소개하며 강연을 열었다. 그는 “미국인이 아닌 사람이 AUSA 시니어 펠로로 임명된 것은 처음 있는 일로, 매우 뜻깊게 생각한다”고 말했다.

이후 전 장군은 “오늘 강연은 민감한 주제이지만, 급박하게 변화하는 한반도 정세를 함께 걱정하는 마음으로 시작하고자 한다”며 본격적인 강연을 이어갔다. 그는 지난해 12월 3일 발생한 ‘계엄 사태’를 언급하며, 관련 군 장성들에 대한 수사 과정에서 나타난 군 지휘체계의 공백과 정치적 이용 가능성을 우려했다. “계엄 사태는 다시는 일어나서는 안 될 불행한 사건이며, 군 관련 수사가 정치적으로 이용되어서는 안 된다”고 그는 강조했다.
전 장군은 한반도를 둘러싼 지정학적 환경과 한미동맹의 미래 방향에 대해 심도 있게 분석했다. 그는 “한미 양국의 협력은 단순한 군사 동맹을 넘어, 가치와 신뢰를 기반으로 한 전략적 파트너십”이라며 “러시아, 중국, 북한 간의 협력 관계를 면밀히 주시해야 한다”고 말했다.
특히 러시아의 우크라이나 침공 이후 북한의 지원 움직임과 북러 간 군사 교류를 언급하며, “이러한 연대는 국제 안보 질서를 위협할 수 있는 심각한 요인”이라고 지적했다.
그는 이어 “한국의 안보는 곧 미국의 안보이자, 자유민주주의 진영 전체의 안정과 직결된다”고 말하며 “양국의 협력은 단기적 이익이 아니라 장기적 평화의 토대 위에 세워져야 한다”고 강조했다.
또한 그는 바이든 대통령의 과거 발언을 언급하며 “북한이 미국이나 동맹, 파트너를 상대로 핵 공격을 감행한다면 이는 ‘정권의 종말(end of regime)’로 이어질 것이라는 경고는 매우 명확하고 필요했다”고 평가했다. 이어 “현 트럼프 행정부 또한 북한에 대해 분명하고 일관된 메시지(Clear Message)를 보여줘야 한다”고 조언하며, “미국 우방국에 대한 과도한 관세 정책은 동맹 신뢰를 약화시킬 수 있다”고 우려를 나타냈다.
강연 후 질의응답 시간에는 학생들과 지역사회 인사들이 참석해 활발한 토론이 이어졌다. 한 참석자가 동서독 통일 이후의 변화와 한반도 통일의 가능성을 묻자, 전 장군은 “한민족은 해방 이후 좌우 이념 대립과 6·25전쟁을 겪은 분단의 민족이지만, 통일은 반드시 이루어져야 한다”고 답했다. 그는 “동서독 통일과는 다른 복잡한 역사적 맥락이 있지만, 한국인 스스로의 인식과 결단이 통일의 열쇠”라고 강조했다.
이날 행사 후에는 디저트와 다과가 제공되었으며, 참석자들은 전 장군과 함께 한미 관계의 미래와 국제 안보 환경에 대해 자유롭게 의견을 나누었다.
전인범 장군은 대한민국 육군사관학교 37기 출신으로 1981년 임관 이후 특수전사령관, 한미연합사 작전참모차장, 유엔군사령부 군사정전위원회 수석대표 등을 역임했다. 1983년 아웅산 묘소 폭탄테러 당시 부상당한 합참의장을 구출한 공로로 보국훈장 광복장을 수훈했으며, 한국과 미국 양국으로부터 총 11개의 훈장을 받아 한국군 장성 중 최다 수훈 기록을 보유하고 있다.
예편 후에는 브루킹스 연구소 방문학자와 존스 홉킨스 대학교 객원연구원으로 활동했으며, 현재는 한국과 미국을 오가며 안보 자문 및 국제 정세 분석 활동을 이어가고 있다.
